The Assyrian Regional Government Basic Law
According to
Article 54 D of the Transitional Administrative Law of
Iraq which reads `This Law shall guarantee the
administrative, cultural, and political rights of the
Turcomans, Assyrians, and all other citizens`, this
proclamation shall grant The Assyrian People based on this
law administrative, political and cultural rights in their
original homeland under the Assyrian Regional Government..
The Assyrian
Regional Government shall comprise the area in detail in
the map enclosed.
Based on
Article 54) and 54) of The Transitional Administrative
Law, the term Assyrian Regional Government shall refer to
the Assyrian National Assembly, the Assyrian Council of
Ministers and the regional judicial authority in the
Assyrian region.
The Assyrian
Regional Government shall perform its functions except
with regard to those issues which fall within the
exclusive competence of the federal government as
specified in the Transitional Administrative Law.
Based on
Article 54 ) of the Transitional Administrative Law with
regard to the application of federal laws in the Assyrian
region, the Assyrian Regional Assembly shall be permitted
to amend the application of any such law within the
Assyrian region, but only to the extend that this relates
to matters that are not within the provisions of Articles
25 and 43) of this Law and that fall within the exclusive
competence of the federal government.
Based on
Article 54A of the Transitional Administrative Law
financing for these issues shall come from the federal
government consistent with current practice and in
accordance with Article 25) of this law.
Further, in
accordance with above law The Assyrian Regional Government
shall have the right to impose taxes and fees within the
Assyrian region.
Based on
Article 54) of the Transitional Administrative Law, The
Assyrian Regional Government shall retain regional control
over police forces and internal security. and it will have
the right to impose taxes and fees within the Assyrian
region.
